• The RBD hang may occur when attempts to access an egl file in
  Navigator

  If decoration job is displayed in the progress view, and the
  user right clicks the element in the project explorer view,
  then RBD will hang.
  

Problem conclusion

• According to the Eclipse Rule specification, an operation
  cannot take a rule if that operation is already being run
  within a rule, and the new rule would lock more resources
  than the previous rule.
  
  The fix was to start the 2nd rule in a separate job.
