• This is to report an UI regression problem of BF 7.1.2.2 that a
  step is shown with check mark incorrectly in 'Job Steps' tab of
  'start Project'. If this is an unknown issues, please file a new
  defect.

Problem conclusion

• Fixed in 7.1.3.0
  
  If a parent is disabled, any children it spawns (no matter
  how far down the tree) should also be disabled.
