• The model validation gives errors for all qualified
  associations:
  'Named element '?Property?  qualifier_name ' is not owned by a
  namespace, but it has visibility.', though the model appear to
  be valid.

  Visibility is meaningless in UML for elements that are not
  scoped by a namspace such as a Class or Package.
  

Problem conclusion

• A previous fix to a related problem specifically handled the
  case of properties owned by template parameters but should
  have more generally considered properties NOT owned by a
  namespace.
  
  The solution is to only set the visibility of a property
  when it is created or parsed if it is directly contained by
  a namespace.
