Problem conclusion

• The helper DLL, ipotpdh.dll, was using NewStringUTF to
  handle text of counter names from non-English systems, which
  is flawed.
  
  The method used to handle this text was modified and an
  updated dll was provided for RPT's use.
  
  The error dialog no longer occurs and special characters now
  display properly for non-English systems.
