Error description

• Drag and drop option to create External Links, from other
  application does not work when module is opened in shared edit
  mode.
  
  Steps to reproduce:
  
  1. Setup a module for sharing
  2. Open the module in Sharable Edit mode and lock a section for
  editing.
  3. Try dragging and dropping a Word document to the locked
  section
  
  Expected Results:
  Dragging and dropping a document in the locked module section
  should give the Create External link dialog box.
