PM36204: The saved prompt value gets deleted when opening the Query Studio report saved in no data mode

Error description

• The saved prompt value as a report property from Cognos
  Connection, gets deleted when opening the QS report saved in no
  data mode.??This problem can be reproduced only when
  RSVP.PARAMETERS.SAVE=TRUE is set.
  

Local fix

• 1. Use a report view when you need to run the saved QS report wi
  th no data from Cognos Connection - "Run with options".   (or)
   2. Turn the data on for QS report and save it.   (or)   3. set
  RSVP.PARAMETERS.SAVE=FALSE
