• Fail to do servertest after changing Agent's IP address without
  rebooting engine

  Changing an agent host IP address results in console not
  being able to locate/access agent. Additional condition: for
  the Host property, the server definition uses the hostname
  of the agent host rather than the IP address.
  
  The JVM caches IP addresses from DNS in this scenario. The
  console must be restarted in order to clear the cache and
  allow services to locate the agent at the new address.
  
  Note that when an IP address is used in the Host property
  for the server, then all that is required when an agent host
  IP address changes is to change the Host property and save
  the changed server. Restart is not necessary.
  

Problem conclusion

• Updated documentation to clarify the conditions under which
  a restart is required. Administering ? Servers ? Changing a
  Server
