PM33795: RDz Property Group disappears when not associated with a z/OS Project / Subproject

Error description

• In RDz v8.0.x,  A Property Group that is created but isn't
  associated with a z/OS Project / MVS Subproject disappear
  following an exit/restart of RDz client.
  

Local fix

Problem summary

• The problem is a timing issue: when the Property Group Manager
  (PG Mgr) view tries to display the Property Groups for a system,
  the internal system registry (SR)  may not have been completely
  populated.  The reason the Property Group associated with a
  subproject shows up is that we keep a backup copy of the
  Property Group with the subproject so that they can be
  exported/imported together.
  
  The timing issue is caused by our PG Mgr listening for slightly
  different events than the SR so that the PG Mgr was getting
  notified of a new RSE CONNECTION being loaded at startup and it
  was trying to get info about it from the SR while the SR.
  Meanwhile, the SR was getting notified of a new RSE SUBSYSTEM
  being loaded which is related to a CONNECTION but might arrive
  later than the CONNECTION notification.  When that happens,
  there is no system in the SR when the PG Mgr asks the SR for it.
  This is causing the missing PGs.
  

Problem conclusion

• The logic in the PG Mgr is changed so that it listens for
  SUBSYSTEMS like the SR does.
  
  The problem listed in this APAR has been resolved with
  IBM Rational Developer for System z V8.0.2 Refresh Pack which
  is available from the Recommended Fixes support download page:
