PM33355: SAVE TO FILE SYSTEM NO LONGER AVAILABLE AFTER SYSTEM.XML MODIFICATION IN 8.4.1

Error description

• Previously (8.3) client was able to modify the permissions
  associated with the 'CM filter added to content requests to only
  return objects "visible" to the current user' section within the
  ..\templates\ps\portal\system.xml file and still have 'Save to
  the file system' available under 'Run with Options'.????After
  moving to 8.4.1, this option is no longer availalbe after the
  system.xml modification.
