PM31881: Numeric values in TUI properties view are truncated where commas, decimal points are included due to counting as a digit

  Description.
  When editing numeric values in a TUI application there is a
  differential between editing the numeric value in the source
  view and editing the same values in the design view.
  
  The design view does not permit a user to enter correctly all
  numeric values with separators because it only accepts values
  that are limited by the assigned numeric length.
  
  So when entering a numeric value in the source code editor
  itself its possible to add the applicable Value up to the field
  length
  ie '999,999,999,999,999.99' and this will be shown in the field
  represented within the TUI screen.
  
  However the same actual value will be truncated in the
  properties view for this value.
  What happens is that the separators , commas, decimal points are
  counted as a digit from left to right so the maximum length is
  reached before all the numbers are displayed.
