PM31644: RFT 8.2/8.2.0.1 HTML Button from the collapsible section is not getting recognized during recording

• Closed as program error.

Error description

• HTML Button from the collapsible section is not getting
  recognized during recording.
  
  Steps to reproduce:
  1) Open the attached customer's application using IE8 32 bits
  Browser(Customer Portfolio.html)
  2) Expand one of the Collapsible section, for example 'Policies
  and Applications'
  3) Under this section, you will see a Html.Button 'View
  Selected'
  4) Try to record or Insert Test Object over 'View Selected'
  button you will see is not getting recognized.
  
  Expected: RFT should be able to record a html button when a
  record or Insert Test Object option is used.
  Actual : RFT is not able to record a html button.

Problem conclusion

• The iscrollobale property needed the overflow property of
  the style attribute to be checked on on IE versions 8 and
  above. Added the necessary condition to fix the issue.
