PM31501: URE when user shows project

• Closed as program error.

Error description

• URE occurs when the user shows the project after the user
  queries for it in the Traditional client interface.
  
  
  
  The Use case here is that the user has a prep project with a
  maintained WA.  He then recieved a new PC (refresh, PC may have
  died, ...).  The new PC, obviously, does not have the WA for the
  project (not recovered from the old PC).  The user is just bring
  up the project so that he can
  recover it (the user could of course do this before doing the
  show as a work around).  This could also occur if a user just
  moved from a PC at his desk to a PC in a lab and wanted to still
  view/work with the Prep project.
  
  
  
  Tthe tool should handle this situaiton gracefully (report the
  missing WA?) and not throw a URE.
  
  
  
  The expectation of the tool is to at least handle the situation
  with a report to the user (and then the user could take action
  after that).  In a perfect world the tool would report the
  condition and ask the user if the WA should be re-populated (but
  could be dangerous with some less informed users blindly saying
  yes?)
