PM29013: RPE Documentation updation: RPE documentation should state that RPE supports only Unicode for document generation

Error description

• RPE can be used with a variety of tools to generate documents
  (for example ClearQuest can include data in Non-Unicode format).
  
  
  The source applicatons could have Non-Unicode character data in
  them.
  
  If RPE is used with such a tool whose data includes Non-Unicode
  data, the document generation fails. Currently the documentation
  of RPE doesn't explicitly mention that it supports only Unicode
  data.
  
  Hence, this APAR is being created for updating the documentation
  of RPE.
