PM28987: BIRT : wrong preview of dataset when using query parameters

Error description

• When using query parameters in BIRT datasets, the dataset
  preview is showing only results based on 1 fragment, and not the
  whole model.

  Loading of fragment resources was entirely side effect
  driven, as a result not all fragments are loaded by all
  xpath queries.
  

Problem conclusion

• For the purposes of accurate reporting with arbitrary xpath
  queries model fragment loading should probably be explicit.
  A preference to disable the new behavior is available for
  end users in the case of behavior regression. However, any
  report that needs that behavior disabled was probably
  horribly broken in some other subtle way.
