Problem summary
PL/I converter xs:boolean not working if the xml2ls codepage is UTF-8, or UTF-16.
Problem conclusion
If the xml2ls codepage is UTF-8, or UTF-16, element content should be encoded in UTF-16, aka WCHAR regardless of the host codepage. The problem listed in this APAR has been resolved with IBM Rational Developer for System z V8.0.2 Refresh Pack which is available from the Recommended Fixes support download page: http://www-1.ibm.com/support/docview.wss?rs=2294&uid=swg27006335
