PM28321: Unable to use some function sets in Cognos 10 when Active language is not English

Error description

• In Cognos 10 Report Studio User Guide(at each language version),
  we can see the following description:??"Functions that are
  specific to Postgres, Vertica, Netezza, Paraccel, MySQL, and
  Greenplum now appear in the expression editor in the Vendor
  Specific Functions folder.

  when we create a package or as a project function list in
  Framework Manager, we can't select these function sets when
  Active language is not English. And when Content language in 'My
  Preferences' is not English, we can't see these function sets in
  Report Studio.

• Edit FileList_<locale>.xml under <c10>\configuration\functions d
  irectory and restart Framework Manager and Cognos 10.  For FileL
