PM28011: insertion CPs with changes to the same attribute are flagged as having conflict errors

Error description

• Problem
  Where insertion CPs exist within a group, and those CPs suggest
  values for the same new attribute, a conflict error will be
  reported. Since the attribute values suggested apply to
  different objects (the new objects) there should be no conflict.
  
  In this customers specific case, the matter is urgent since it
  prevents application of the CPs
  
  To Reproduce
   - create 3 insertion CPs, for each propose a heading value for
  the new object
   - add the CPs to a group
   - approve the group
   - check the group for errors, an error will be reported
  suggesting that the same attribute is being used (it is, but for
  a different object)
