PM27939: DURING INSTALLATION OF RATIONAL LICENSE KEY SERVER V8.1.1 IM IS USING THE LANGUAGE SET IN 'FORMAT', NOT LANGUAGE OF THE OS

APAR status

• Closed as program error.

Error description

• When installing IBM Rational License Key Administrator (LKAD),
  if the current locale for Microsoft Windows is non-English and
  that language is unselected during install, IBM Installation
  Manager (IM) will fail with a Java error and the install will
  not complete.
  
  Steps to Reproduce:
  1) Set the Windows operating system (OS) locale to non-English
  (for example: German)
  2) Start the LKAD install and de-select the current language.
  3) Continue the install and it will fail.
  
  
  WORKAROUND:
  
  Keep the current non-English locale language selected during the
  LKAD install.
