PM27169: Search model using working set does not include fragments

Error description

• Search model using working set does not include fragments. When
  setting up the working set it is only possible to select emx
  files, and not fragment efx files. The fragments should be
  included.

  Previously, if a model was contained in a Modeling working
  set, the model's included fragments were not being
  considered as part of the search.
  

Problem conclusion

• The Search functionality's handling of Modeling working sets
  has been improved.
  
  If a model is contained in a Modeling working set, the
  model's included fragments will now be considered as part of
  the search.
  For working sets other than Modeling working sets, only the
  explicitly included files will be searched.  (For example,
  if you construct a Resource working set, you could still
  choose to search only a efx fragment file and not the main
  emx model file.)
