PM26813: USE OF WAS WEB CONTAINER CUSTOM SETTING, ALWAYSENCODEURL=TRUE WITH APAR PM18198, CAUSES ISSUES WITH PZN PORTLET

Error description

• Use of WAS web container custom setting, AlwaysEncodeURL=true
  with APAR PM18198, causes issues with PZN which prevents
  customers from setting business rules in the Personalization
  Navigator portlet
  
  
  APAR PM18198 gives the flexibility to set the web container
  custom property AlwaysEncodeURL=true or false.
  
  In this particular case, the client has SSO turned on and it was
  looking for the jsessionid in the URL and hence the value
  AlwaysEncodeURL=true which caused issue with PZN portlet as the
  client was unable to create or edit a rule.
