Error description

• In Microsoft Windows 7 there is no 'open with' context menu when
  you right click on an executable fle.
  
  This is described in Microsoft Article KB259908.

  In the IBM Rational  ClearCase Explorer context menu there is
  still such an option for executable files - but with no matching
  function from Windows 7 it does not work and can cause problems.
  
  ClearCase should not have an 'Open With' entry for a file that
  does not have it in Windows Explorer  (such as exe, cmd, bat
  files).
  
  ClearCase Explorer should have 'Edit' in the context menu for
  all files as seen in Windows Explorer
  
  
  Workaround : Use the Windows Explorer context menu options.
