APAR status

• Closed as program error.

Error description

• _addToOwner(IDObject? newOwner) gets called, and the base gets
  set to NULL here, because the owning object is a New Term:
  
  if ((baseOwner == NULL) ?? (base-?getMetaClass() !=
  newOwner.getUsrClassName()))
  {
      RP_DB_DLL extern bool isInDiffMergeGlobalPatchVariable;
  
      if(! base-?isUR() )
          setBase(NULL);
  }
  
  This is only a part of what is going on, but it seems like it is
  enough to show that at the core we are handling tags of New
  Terms differently than regular objects.
