  error occurs when running build utility prepareForDeploy command
  
  ?Cause?
  There is a defect in the Build Utility offering where it did not
  include the annotation plug-ins as licensed plug-ins and as a
  result they fail to activate.
  
  This issue does not happen when running runAnt via headless ant
  from SDP\bin directory. Build works normally.
  

Local fix

Problem summary

• The following error may be visible in the console or the .log of
  the workspace when running functionality from Rational Build
  Utility v8.0:

  This is happening because the annotation plugins were not
  licensed in the Rational Build Utility v8.0 release.
  

Problem conclusion

• The annotation plugins will be corrected registered as licensed
  plugins for Rational Build Utility.  The fix for this is
  included in Rational Build Utility v8.0.1.
