  SA Optimizer cannot be relaunched, you get an error dialogue
  saying 'Protection device or available license not present.'
  
  
  Work around:
  ---------------
  Close and relaunch the simulator, then launch the optimizer.

  The SA-Simulator is a third-party add-on, which has its own
  licensing calls built-in. Thus the fix for this CR must be
  done by that third-party vendor.
  

Problem conclusion

• Although the third-party vendor will make the actual change
  needed to fix this CR, IBM also has to make some minor
  corresponding changes.
