PM23782: RPE installers putting shortcuts on the desktop even if the option is not selected during installation.

• Closed as program error.

Error description

• During the installation of RPE 1.1.1.2, the Installation GUI has
  a check-box to put shortcuts to Launcher and Studio on the
  Desktop.
  However, even with this check box unchecked the RPE Installer
  puts shortcuts to Studio and Launcher on users desktop.
  We have the same issue during silent installation as the
  installer puts the shortcuts even after setting the parameter
  ?TLDESKTOPSHORTCUT? to 'No'.
