PM23539: THE MEASURE ON TOOLTIP OF LINE GRAPH IS UNABLE TO SHOW CORRECTLY

Error description

• Client have done upgrade a report from CRN to Cognos8.4 FP2. The
  measure on tooltip of HTML column char report does not show up
  same as report result on CRN.   What they would like to do is
  show up report on Cognos8.4 FP2 same as report result on CRN.
  

Local fix

• Recreate report as new.
