PM22810: MISRA_8_10 rule misses violation

• Closed as program error.

Error description

• As per MISRA_8_10 rule, all declarations at file scope should be
  static where possible.
  In Logiscope, we observe that violations were reported for all
  declarations without the static class specifier.
  However, in Logiscope 6.6.3 violations are reported for only
  declarations that are not used and without the static class
  specifier.
