PM21494: Documentation defect on event handling section of the EGL Rich UI

  Reproducible Y/N: NA
  Description of problem:
  This goal of this documentation defect is to cover following 2
  points mentioned below.
  
  Regarding the preventDefault function,  the function from the
  Event.js file is not being used.  An event does support the
  preventDefault function, and it will either run the function
  that is provided by the browser, or a function provided by the
  EGL Runtime if the browser event does not support
  preventDefault.  This detail needs to be clarified in the
  documentation.
  
  As noted, an event will bubble up from the widget that fired the
  event until it is processed by an EGL function.  Once the EGL
  function processes the event, the event will no longer be passed
  to any parent widgets.  This detail needs to be clarified in the
  documentation.
