PM21252: Leaving a CARMA file in editor while closing the workbench will result in error viewing the file at restart

Error description

• If a CARMA file was left opened in the editor and the workbench
  was closed, the following error occurs viewing the same file
  when the same workbench is opened again:
  
  Could not Open the editor : An unexpected exception was thrown.

• USERS AFFECTED:
  RDZ 7.6 users who open CARMA files in an editor, close the
  workbench while the editor is open and
  then restart the workbench.

   PROBLEM DESCRIPTION:
  An error message is displayed in the editor window indicating
  that the editor failed to open.
  This behavior is caused by the fact that CARMA cached files are
  deleted when the workbench is closed.
  In this scenario, the workbench should not attempt to reopen the
  editor when it is restarted.

• Problem Resolution:
  Logic has been added to the code to prevent the attempted
  re-opening of the
  editor for CARMA cached files when the workbench is restarted.
