PM20913: Defer setting default preferences at first editing of a JavaServer Pages to expedite loading the file

Error description

• The first time you open JavaServer Pages file in Rational
  Application Developer it requires more time - from 2 sec to 30
  sec (depending upon the system settings and concurrent
  applications).

  When opening a JavaServer Pages file in Rational Application
  Developer for the first time since since the application has
  been launched, several preferences have to be initialized to
  their default values. Part of this process requires looking
  up templates that are stored on-disk and can cause an
  increased first-load time for the editor.
  

Problem conclusion

• When an editor's respective plug-in is loaded, initializing
  any default preferences, its corresponding template store is
  no longer being accessed looking for templates.
