  Description of problem:
  When restarting one of the published applications, all published
   applications are restarted

  When a publish occurs and there is no resource changes
  (delta) for the corresponding application then in certain
  situations the application will still be published, causing
  the application to be restarted on the server. This scenario
  can happen as a result of the publish after the server
  starts or when invoking the restart action on a specific
  published application.
  

Problem conclusion

• The fix for this problem is to ensure that all applications
  being published do have a delta before asking the server to
  restart the application on the server. The fix for this
  APAR is currently targeted for inclusion in Rational
  Application Developer fixpack V7.5.5.2.  Refer to the follow
