• The WebSphere Application Server runtimes should not be
  initialized in headless Ant environment.

  When either the headless Ant or Build Utility product is
  started against a new workspace then it will automatically
  attempt to create a server instance for each WebSphere
  Application Server runtime available to the product.  If the
  server requires security credentials or does not have a
  profile created than it will attempt to prompt for user
  input via a dialog; However, since there is no UI available
  than the dialog will fail to display and cause the process
  will hang indefinitely.
  

Problem conclusion

• The WebSphere Application Server instances that are
  automatically created but Ant and Build Utility product will
  no longer be created to prevent their server state from
  being initialized.  The fix for this APAR is currently
  targeted for inclusion in Rational Application Developer
  fixpack V7.5.5.2.  Refer to the follow recommended fixes
