PM19492: RDS-ERR-1031 TRYING TO LOAD REPORT DATA IN GO OFFICE - REPORT VIEW FROM SAME REPORT/PACKAGE WORKS FINE

Error description

• A 'RDS-ERR-1031 Report Data Service was unable to retrieve the
  metadata for storeID' error is thrown when a package does not
  have Read permission on it - when attempting to open a Report.
  If a Report view of the same failing Report is loaded - it will
  work without requiring Read access on the package.  These two
  functions should be identical.
