PM18785: Provide ability to scale big image to fit a page for PDF

• Closed as program error.

Error description

• Large high resolution images are truncated by the BIRT PDF
  emitter.
  
  
  User cannot produce PDF documents which render RTF documents
  
  containing large high resolution images. The images are embedded
  in modeling elements
  but despite resizing are being truncated in the resulting PDF
  docs.
