PM18776: Rhapsody/Team Centre Diff-Merge not being invoked for new elemen ts

Error description

• Rhapsody users may expect the text editor to be displayed
  when clicking on a newly added element (which is current behavio
  ur), however, for RTC users at the moment, if someone sends a ne
  w rhapsody model unit for review, you cannot see what's been add
  ed. Text editor is invoked.  Missing a step in the Rhapsody-Team
   Centre process.
