• Closed as program error.

Error description

• Because the Class-?Object named aggregation relationship is miss
  ing from the schema, you cannot currently go from Block to Part
  in IBM Rational Publishing Engine (RPE), when using RPE with IBM
   Rational Rhapsody.
  
  Workaround:
  To get the Block of a Part, the 'Owner' relation can be used.  E
  very model element has the 'Owner' relation to navigate to its P
  arent model element.
