  SCA Policy Intents are in two categories: implementation
  intents which are added to components or component
  implementations, and interaction intents which are added to
  services and references.  Due to some spec ambiguity, the
  transactedOneWay intent is in the category of implementation
  intents in RAD while it is in the category of interaction
  intents in WAS. This prevents the user from adding this
  intent onto services and references in RAD. The user can
  work around this by using XML editor to add the intent onto
  services or references.
  

Problem conclusion

• The fix is to change the category of the intent from
  implementation to interaction in its extension definition in
  plugin.xml.  Fixed in RAD v7.5.5.2
