PM18296: incorrect rendering of the tpx into images for Javadoc

Error description

• it seems to me that there is a bug in the way the tpx is convert
  ed into images for the javadoc since the layout of the tpx when
  opened in the workspace does not always match the image file.
  
  We encountered similar problems with the webpub and BIRT reporti
  ng features, some diagram rendering and layout is done asynchron
  ously but the base GMF image generation does not take that into
  account.
