PM17634: REST API's fails when trying to server a SYNC request from RQM

Error description

• ReqWeb REST APIs are failing when Rational Quality
  Manager is trying to SYNC requeirements.
  The error  given in the RQM  log is is :
  18 May 2010 16:04:08,781 [AsynchronousTaskRunner-2]  WARN ibm.rq
  m.requirement.sync.util.ReqWebJRSHttpsClient  - Invoke ReqPro Re
  st API failed! Error code: 409 Not available on a requirement of
   this weight. Use Refresh() to change the requirement's weight.

  When a Rational Quality Manager (RQM) project tries to
  Synchronize ( SYNC operation ) with a ReqPro project, the
  synchronization fails with following error message ( in RQM
  log ) :

  ibm.rqm.requirement.sync.util.ReqWebJRSHttpsClient - Invoke
  ReqPro Rest API failed! Error code: 409 Not available on a
  requirement of this weight. Use Refresh() to change the
  requirement's weight. Current weight= 5 "
  
  The error is randomly given in ReqPro REST Services API
  when trying to get a requirement field
  

Problem conclusion

• The ReqPro REST Services have been modified to refresh the
  requirements collection before processing it.
  In case of an error is found, it is logged on the System log
  and continues with the next field to avoid failing the
  synchronization just for one error in a requirement field.
