PM17335: RUN REPORT IN WINDOWS FAILS ON VISTA INSTALL.

Error description

• Run report in Windows fails on Vista install.????In PPES you
  have the ability to request the report be run on the client
  install of PowerPlay Client.??This will work properly if the
  client being used is Vista.????On Vista we receive Java errors
  in the browser.??PowerPlay client does not launch.
