Error description

• WCM API Workspace.copySiteFrameworkDocument() doesn't copy RTE
  elements for publish content.
  
  Steps to reproduce the issue.
  
  (1) Create a publish content with RTE element.
  
  (2) Create a JSP component , Use WCM API
  Workspace.copySiteFrameworkDocument() to copy
  above publish content from one library to another library.
  
  (3)  Preview this JSP component.
  
  (4) The publish content gets copied correctly to target library
  in same siteArea structure , however the text inside RTE
  element
  is missing.
  

Local fix

• Use WCM Authoring UI to copy the content from one library to
  another library.
  Note: PM14445 was applied before developing further changes.
  PM14445 allowed for the copy to function correctly in Authoring.
