Error description
The WCI maintains a map of GUIDs (external CMS Id) to DocumentIds (WCM Ids). When an entry exists in this map and the DocumentId is invalid (if for example the item had been manually deleted or published) the WCI was setting the invalid item to a deleted document. A side effect of this behavior was that any erroneous entries in the GUID map would cause a document to be set as Deleted when really the map entry should have been cleared. This meant the GUID was flagged as deleted when it should not have been. GUIDs should only be flagged as deleted after a specific delete action.
Local fix
Problem summary
The WCI was storing cleared references and deletions (via delete actions) in the same way. This caused errors where GUIDs that should have been cleared Eg from a failed save or from a publish action were being set as deleted.
Problem conclusion
A change was made to separate the handling of cleared GUID map entries and explicit delete actions. Only delete actions will will set GUIDs as deleted.
