Local fix

Problem summary

• During shutdown, RDz tries to clean up any host based projects
  in the project registry.  Getting the list of projects from the
  registry was resulting in queries to the host system.
  

Problem conclusion

• The code was changed to avoid querying the host.
  
  The problem listed in this APAR has been resolved with
  IBM Rational Developer for System z V7.6.2.1 Fix Pack which
  is available from the Recommended Fixes support download page:
