PM15885: RDz 7.6.1 Generate Symbolic Map creates empty *.cpy file

Error description

• There is no data in the generated symbolic map file when
  generated from a *.bms file.
  To reproduce this problem I imported a *.bms file into a local
  project and then did a generate symbolic map.  A file is
  created, but only contains the header comments of when the
  file was created.  It does not contain any symbolic data.
  I also recreated this using a remote file in a PDS member.
  

Local fix

Problem summary

• This happens in situations where there is an error in the BMS
  source, but when generating the symbolic map, the user does not
  know about this error. The generated symbolic map ends up being
  empty.
  With this fix, the user will be notified that the symbolic map
  generation has failed and will give some more information on why
  it failed (typically a parse exception of the source).
  
  The problem listed in this APAR has been resolved with
  IBM Rational Developer for System z V8.0.3 Refresh Pack which
  is available from the Recommended Fixes support download page:
