• A user only needs modify access to a module in order to turn on
  or off the generation of link history.
  
  I appreciate that, since this is controlled by a module level bo
  olean attribute, this fits in with the standard DOORS model, how
  ever, I think there is a case for saying that any history genera
  tion control should be modifiable only by a user with full admin
   access (and indeed this is currently the case with attribute hi
  story generation).
