Local fix

Problem summary

• COBOL XML Converters generated by RDz use an incorrect mask when
  converting PIC N NATIONAL (UTF-16BE) XML text  to PIC N
  DISPLAY-1 (DBCS) language data.  Masks are needed because COBOL
  does not support direct transformation from NATIONAL to
  DISPLAY-1 (Unicode -> Pure DBCS).
  

Problem conclusion

• The problem listed in this APAR has been resolved with
  IBM Rational Developer for System z V7.6.2.1 Fix Pack which
  is available from the Recommended Fixes support download page:
