  Problem Description:

  Property 'CPP_CG:Dependency:UseNameSpace' when set on an usage d
  ependency flowing from package A to package B does not generate
  the statement ''using namespace'' in package A code.
  
  This behavior will not allow Package A to use any elements defin
  ed in package B.
  Hence we consider this behavior a defect in the code generator f
  or the particular property.
  
  Steps to Reproduce:
  --------------------------
  1. Unzip the project and open in Rhapsody
  2. Observe the properties overidden on 'Package_A', 'Package_B',
   dependency.
  3. Generate code for Package_A and Package_B, notice the absence
   of the statement 'using namespace' in code of Package_A
