PM14153: RESTARTING WORKFLOW TO DRAFT CREATES A VERSION REGARDLESS OF CONFIG AND AUTHORING TEMPLATE SETTINGS

APAR status

• Closed as program error.

Error description

• When a controllable has its workflowed restarting which involves
  changing the status of the item from publish to draft, a new
  version of the item gets created regardless of the versioning
  config settings set as well as the versioning strategy of the
  authoring template if it was a content.
  

Local fix

• It now checks the versioning config settings or if its not
  present, it will use the versioning strategy on the authoring
  template for contents.
