PM13548: Some blank lines are not printed on some print forms

Error description

• User has a print form into which some blanks lines are printed.
  In the Rational Business Developer 7.5.1.4
  generated cobol program, some blank lines are not printed.
  Instead a carriage control character appears where there
  should be a blank line.
  
  
  The problem did not occur in printforms created by VisualAge
  Generator.

  variable or constant fields) to print a blank line(s)
  
  Problem Description:
  Blank lines were being suppressed since the + ASA character
  (no form feed) was getting printed on each blank line.
  

Problem conclusion

• The empty print form was printed and a + ASA character was
  used, legitimately. On subsequent prints, the ASA character
  was not reset so a + was used from then on.
  
  The PSP generator was only generating the ASA reset for
  forms that contained a variable or constant for field. The
  reset should have been generated always.
