PM13352: Create New Version icon is not enabled if user has a create but not update authority

Error description

• The Create New Version icon is not enabled if user has a create,
  but not update authority.
  
  Steps to reproduce the ssue:
  1. Use admin account to create a community and an asset
  2. Add a special role for a regular user.  This role has the
  following options: create asset, download asset, search asset,
  and read asset details.
  3. Login as a regular user
  4. Search for the asset
  5. The asset page displays without the Create New Version Icon.
